rdf - Why do we need both # and / in vocab IRIs? -

i trying job json-ld, , met 2 kind of vocab iris:

why this? have how process documents?

the vocabulary in first example (but not necessarily) using 303 uris, 1 in second example using hash uris.

both common vocabulary uri design principles, , solutions httprange-14 issue.
